t207 Anonymous theory
I don't recall any discussion about theories as to who might have distributed them. After seeing what was in the GeorgeD collection you can make some pretty good assumptions.
The original collector smoked Red Cross and Coupon. My guess is that the Anonymous backs are Coupon and Red Cross. From the collection it's apparent that he preferred Red Cross. Given the number of Anonymous back t207s I'm guessing that cards in Red Cross packages had anonymous backs until they finally made one for them late in the run. This would explain the extreme scarcity of the Red Cross backs.
Coupon cigarettes as one of the Anonymous backs seems to be a no-brainer since they are Louisiana and the Anonymous backs were from there.
