Why all the reprints on ebay?

It seems like ebay is just swamped with reprints - 30-40% of the listings in the pre-1930 category are oven-cooked new creations. I have tried reporting some of these, but its gotten to the point that i would have to quit my day job to report them all. How are these sellers getting away with this all of the sudden?

my guess is that most of the professional eBay scam artists have a circuit of catagories that they hit. When eBay clamps down on the catagory they are in, they move on to the next one until they clamp down there and the cycle continues.
