no hard and fast criteria. It can be an important card to the hobby like the 33 Goudey Lajoie or a card like the 1911 Zeenut of Hala. I can run a multiple choice poll with 20 options so pretty much anything that has been nominated will make along with a few others like the Lajoie that seem to be no brainers for inclusion.
