According to Jay Miller there are certain version only known to be in a collection in a museum in Britain? Why are they over there?

The British have had a very well organized collector organization since the 19c. Tiger-Wharton had a collection that rivaled or was better than Burdick's. I think his collection went to the British Museum and that is where that card comes from.
