can't say I've seen one before but given it's from New Orleans, is it possible it is a cut up t213 coupon?

I considered that idea too Jay, but I have a hard time believing it's a T206 or T213 pasted down onto a pin. I don't think the surface would hold firm like that after so many years, especially around the edges where the image curves downward slightly. My gut says it's a legit pin instead of a homemade job.

I was the under bidder on the Huggins. It looked legit to me as well. J. Earl Rogers did make pins from the era but I found no history of these.
I agree with Ben. The surface wouldn't have held up this well if simply pasted. Someone just may have something pretty neat here.

I don't doubt it's legit, but I wonder if when they were printing t213s they had a press run on thinner stock to make these pins. You can see the border on the right side of the pin so I would assume they were cut from the same type sheet layout as t213/t206s

Looking at the detail on the Huggins image, the 'frame' from a card is still visible. It's either a great piece of folk art from the period or a modern fantasy piece. Numerous novelty companies existed throughout the US during that period, as you can find 'family photos' on buttons as well. The other possibility is that it is a modern fabrication, much like the 'picture locks' currently on Ebay. My line of thinking parallels Jay's (scary thought isn't it ??!!) If it is legit, a T-206 Hindu, T-213-T-214-T-215 is the likely source, because of the New Orleans connection..

I had to laugh when I saw all those "picture locks" , hopefully it was reprints that got cut up for those.
