It might just be ink that was added to make the hair an more of an orange/red color.

At first I thought the extra color might be because of a registration issue. But since the colors on the rest of the portrait seems to be aligned properly, I'm second guessing myself.

It is tough to see but the red line runs from the top of one ear around the hairline and on to the top of the other ear. It also outlines the big curls on the front of his hair.
