That card is in the style of globe imports. Not sure if that is what it is. They are small, blank backed, crudely printed, and, as I recall, on cheap paper.

That describes the card pretty well. Were they factory cut?

1969 Globe Imports - Very common and very cheap

Playing card set, 52 + Joker. SCD lists the Rose at $6 in NM. Mantle is the most expensive in the set at $40.

This set has also been reprinted for some odd reason.

They are so cheap, that they would be easy to reprint and hand cut, I guess. The ones I purchased in the mid-1980s were sold in a deck. Not sure if the deck was 52, plus a joker, or slightly more, but I think we paid maybe $2 or so. The thing I recall, in addition to the law quality of the print, is that the paper was really cheap. I don't remember how sharp or exact the cut was, but I do not recall thinking that they were hand cut. But the paper, it was so cheap, I wondered if they bought it from a developing country, or if they used leftover surplus construction paper from my 1st grade class.

Your card looks about right to me - tanned paper with wear on the edges and tips. A diagonal of the photo relative to the edges seems about right to me, too. But someone else has, no doubt, handled way more of these and has a better memory and knowledge than me.

They were so low quality, and so crude, I was not concerned that they were reprints. For a deck of 52 or so, it seemed like a lot of work for only $2, even for 1984 or so.
