Which set is the toughest to complete?
Which of these three sets is the hardest to complete?
A. 1914 Cracker Jack with Jax, Matty horizontal, Cobb, etc.
B. M101-4/5 (any back) with Jax, Ruth, Thorpe, etc.
C. 1933 Goudey with Lajoie
Feel free to apply your own standards. Cost, scarcity, condition, etc. to decide your reasoning.

Would say B. Cost, number of cards, difficulty finding compared to the other two choices. Goudey seems really easy if you have the coin.

To me the goudey is by far the easiest.

The Stanage variation in the m101/4-5 set makes it toughest by far.

Have to agree with Jay that the Stanage makes M101-4/5 the hardest by far. The 33 Lajoie just shows up too much to compete with the Stanage. Of course you need the bank to get that one.
Re: Which of these three sets is the hardest to complete?
I would agree with the others, at least if we are talking about Master Sets. BTW, even with the Stanage variation, m101-4 is not as tough as m101-5, which has three scarce variations. Again, though, some would consider either set complete without these variations.
Added: here's one of the m101-5 variants:

If you really want to get technical, the Goudey Lajoie card is actually a 1934, not a 1933 card.
