yes, but there are some more setting for this league that aren't used in the 19c league. Just use the template in the managers setting that is stickied above this thread

Biggest surprise of the draft so far?
I have to say I'm a bit surprised by how high Tinker, Evers, and Chance were drafted. Evers was drafted 41st overall ahead of Gehringer, Morgan, etc., Chance
was taken 61st overall, and Tinker was taken 81st overall ahead of
Ripken, Yount, etc. Sure, they sound great as a poem and they got that elusive 1908 Championship, but they probably don't even make the All Time Cubs. Anson, Grave, or even Buckner over Chance. Sandberg or Herman over Evers. Banks over Tinker, though Banks was off the board by that point.

IIRC the Sim adjusts deadball and earlier players stats to normalize batting averages and increase power ratings. Since this crew of Cubbies do not have high averages, it is most likely that the only adjustment will be an increase in slugging. This may bring them more in line with the alternate selections for which you stated a preference. And it actually could make them superior. Or maybe I am mistaken.

I feel the same way about many of the other players picked. Johnny Evers is my favorite player of all time and I picked him for that reason. I picked the Cubs trio because the 1908 cubs are my favorite team of all time. I think they will provide some excellent fielding. Their excellence goes beyond just a poem. A lot is lost in stats. Ive read every Sporting life issue between 1906-1912 and some of the unbelievable games they played really convinced me how good they were. Tinker was the original clutch hitter but could also lay it down for the good of the team. Had I not of gotten first choice I was only going to pick 1906-1912 cubs but I couldnt resist getting Ty Cobb so maybe I ll try that experiment the next time around.

Yup, the St Louis Cardinals get to make 3 picks when it is their turn. After that, it's 2 picks each time you draft.

For me, one of the big surprises was my brother sucking up all the Negro League talent. I figured I was going to be able to get Dihigo in the 4th or 5th round although I had him ranked higher. I was hoping to be able to snag a lot of the Negro Leaguers in later rounds. I still am but I am having to pick "unknown" players like my most recent pick Tetelo Vargas.

How about running a Negro League only Sim competition?
ex-Negro Leaguers include notables such as: Mays, Campanella, Banks, and others who were MLB rookies through the 60s - although most were in the NeLs only briefly until the Minors sucked them up. There may be sufficient players for several teams.
In 1966 the Indianapolis Clowns were the last Negro league team still playing. They continued into the 80s, but not as a competitive league team, more like the Harlem Globetrotters: as a "show".
Or we could run a season where everyone picks an AL or NL team, and can only choose players from that team's history (we may want to exclude the Yankees). I wonder which other teams would prove to be strongest.

What role does the 'Utility' position play in the game? Is he the first to go in if someone gets injured, the first choice to pinch hit, the one that gets the most off the bench playing time?

The Utility player is actually just another bench player. The position/title carries no significance within the game.

yes, you can also set up a platoon system and righty/lefty PH. The same for relief pitching.

Regarding ballparks: Does the Sim take into account the park dimensions, the batter's likelihood of hitting a pitch to the park's short dimension, and other factors in determining hit frequency and distance; or does the Sim simply generate a park factor and apply that factor to all combinations of pitchers and hitters at that park? Or is that not spelled out?

The parks take into account the major point of the fance. Both lines, dead center, left, right and both gaps. Whether a player is more prone to hit pop ups or grounders or pulls a pitch etc is taken into account. The same is true for pitchers whether they throw more ground balls or pop ups.
